Community-Led Solutions for Emergency Preparedness and Resilience
About the Network
The Maui County Resilience Hub Network is a grassroots initiative supporting communities in preparing for, responding to, and recovering from natural disasters. Facilitated by the Living Pono Project, the network unites local leaders, nonprofit partners, and government agencies to build stronger, more resilient neighborhoods through collaborative planning, resource sharing, and culturally grounded solutions.
Maui County Resilience Hub and Spoke ModelThe Hub and Spoke Model is designed to strengthen community resilience across Maui County by creating a tiered, interconnected network of Resilience Hubs (Tier 1) and supporting community groups or sites (Tier 2). This model promotes equity, efficiency, and collaboration across both rural and urban areas.

Tier 1: Resilience Hubs (Hubs)Definition:
Established, community-centered facilities that serve as anchors for emergency response and preparedness activities. These hubs are resourced with physical infrastructure, trained leadership, and support services.
Functions:
Serve as coordination centers before, during, and after emergencies
Provide critical services: shelter, food, communications, and supplies
Host preparedness trainings, workshops, and community events
Maintain solar, water, storage, and first aid infrastructure
Lead planning efforts for local disaster scenarios
Examples in Maui County:
- Living Pono Project (Makawao & Lahaina)
- Na Moku Resilience Hub – Ke‘anae
- Hāna Resilience Hub and Community Kitchen
- Kaupō Resilience Hub
Tier 2: Community SpokesDefinition:
Emerging or smaller-scale sites, organizations, or neighborhoods supported by a Tier 1 Hub. They may not have full infrastructure but contribute to community readiness and response.
Functions:
Extend the reach of the Tier 1 hubs
Distribute resources locally
Serve as gathering points for information and supplies
Receive training and technical assistance from Hubs
Mobilize neighborhood-based volunteer efforts
Examples:
- Neighborhood associations, schools, churches, or clubs engaged in preparedness work
- Partner organizations working to build resilience capacity
Role of Living Pono Project as the Facilitator
Convene bi-weekly network meetings
Provide training, toolkits, and technical support
Coordinate communications across sites
Lead grantwriting, planning, and reporting efforts
Ensure equity in geographic, cultural, and linguistic representation
